WRITEBACK RULES
- manifest_status is one exact value, never PROPOSED_OR_CURRENT.
- Increment manifest_version once per adopted semantic IA change.
- expected_manifest_version mismatch => CONFLICT/no overwrite.
- P082 registry changes do not silently alter semantic authority.
- P082-active new durable object is not CURRENT until registration/readback and semantic adoption both close.
- Missing adapter/source access => HOLD/UNKNOWN, never “no change”.
