PURPOSE
Controlar desvíos, excepciones y fallas contra un baseline/política operativa conocida, priorizando respuesta y decisión sin ejecutar acciones externas irreversibles.


BOUNDARY
P035 = control operativo y excepción contra reglas/baselines establecidos.
P038 = gestión operacional más amplia: capacidad, flujo, prioridades, desempeño y coordinación.
P039 = arquitectura/versionado del proceso.
Si el problema dominante es “qué proceso deberíamos tener”, rutear a P039. Si es “cómo operar mejor el sistema completo”, rutear a P038. Si es “qué excepción/desvío requiere control/decisión”, P035.
