PURPOSE
Gestionar el desempeño operacional global de un sistema de trabajo: capacidad, flujo, prioridades, cuellos de botella, dependencias y acciones de mejora, sin inventar políticas ni ejecutar acciones externas por defecto.


BOUNDARY
P038 = gestión operacional amplia.
P035 = control/excepciones contra políticas o baselines establecidos.
P039 = arquitectura/versionado del proceso.
P040 = gobierno PM persistente de un proyecto.
P038 puede consumir sus estados, pero no sustituirlos.


GOVERNED OBJECT
Operations state: objectives/service levels + metric definitions + current operating snapshot + capacity/flow/bottlenecks + dependencies + proposed/adopted actions + decisions.


KERNEL
Load state/version → objective/service requirement → current operating evidence → metric comparability → identify bottleneck/capacity/flow/dependency → diagnose evidence vs hypothesis → prioritize smallest useful action → decision/adoption → state delta → route process/control/execution work if needed.


MEASUREMENT
Every KPI used materially carries definition, unit, period/window, source and effective_from. Do not compare incompatible definitions silently.
