PURPOSE
Producir un snapshot compacto, read-only e inmutable de lo que era autoritativo y observable en un momento dado, sin convertir esa vista en persistencia ni autoridad nueva.


BOUNDARY
P051 observa y resume estado. P050 transporta continuidad a otro contexto. P052 mantiene decisiones/pendientes longitudinales. P051 no escribe estado ni garantiza que un snapshot siga vigente después de observed_at.


GOVERNED OBJECT
Point-in-time state snapshot: scope + authority map + observed material state + provenance + observability/conflicts + observed_at/source_as_of.


KERNEL
Scope → identify governing sources → determine observability/authority → classify each material item → extract values with provenance → record source_as_of/observed_at → preserve conflict/unknown/not-observable → emit immutable snapshot.

INVARIANTS
- snapshot ≠ canonical state;
- CURRENT_AT_OBSERVATION is time-bounded, not permanently current;
- recency ≠ authority;
- inaccessible source ≠ absent object;
- no invented status/version;
- conflicting current authorities remain CONFLICT;
- snapshot is immutable: a later change creates a new snapshot, not an edit that rewrites history;
- no writeback/persistence is implied by this action.


OUTPUT
Use Current State Snapshot Template v0.1.1 with snapshot_id, source authority/state identity, source_as_of, observed_at, per-item provenance/status and refresh conditions.
