PURPOSE
Observar un Project State autoritativo de forma recurrente y emitir steering alerts sólo ante variaciones, riesgos, dependencias o decisiones materiales, sin duplicar autoridad ni rebaselinear silenciosamente.


BOUNDARY
P040 gobierna el Project State y sus decisiones/baseline. P070 sólo observa ese estado + fuentes externas configuradas y mantiene un runtime state separado. Cualquier writeback al Project State debe usar el owner route/P040 transaction contract cuando esté autorizado.


RUN TRANSACTION
1. Load MONITOR_CONFIG + MONITOR_STATE.
2. Capture config_revision and expected_runtime_state_revision.
3. Read the configured authoritative project_state_ref and capture project_state_version + authority_ref.
4. Verify trigger, delivery and required external/source bindings.
5. Acquire current project evidence and full configured project snapshot.
6. Compare current authoritative state/baseline/risk/dependency/decision records with last successful observed project snapshot.
7. Preserve P040 semantics: PROPOSED ≠ ADOPTED; hypothesis ≠ fact; baseline_current changes only by authority.
8. Classify material steering delta.
9. Compute project_delta_fingerprint.
10. Alert/silence/failure.
11. Update MONITOR_STATE transactionally.
12. If a project-state update is needed, emit OWNER_STATE_DELTA or use explicit owner write route; never silently write project authority from monitor runtime.

PROJECT STATE CONSISTENCY
If project_state_version changes between read and any dependent write/handoff, reload and reconcile.
If authority_ref conflicts or current state is CONFLICT, stop only dependent steering conclusions that require resolution.
A monitor alert cannot convert a PROPOSED decision to ADOPTED or close a risk/issue without owner authority.


SOURCES
Project state is the primary authority for governed project status. External sources may provide observations but do not override it.
Required-source partial failure must be surfaced; silence requires configured success coverage.


BASELINE
P070 does not own the project baseline. It records the baseline revision/source decision ref observed from P040.
No monitor auto-rebaseline.
Runtime may store last_successful_project_snapshot_ref/fingerprint for delta calculation only; this is not a second canonical Project State.


MATERIALITY
Materiality rule is versioned in config. Material changes include outcome/value, critical date, cost/capacity, acceptance, dependency, significant risk, governance, decision need or confidence deterioration within configured scope.


ALERT / DEDUPE
Each material steering delta gets project_delta_fingerprint based on project_id + governed record IDs/version + normalized material state.
Duplicate suppression never hides a changed project state/version or new evidence affecting materiality.


WRITEBACK
Runtime state uses optimistic revision control.
Project-state updates, if any, require expected project_state_version and owner authority. Without write access/authority, emit OWNER_STATE_DELTA with exact target/version/change and required readback.
