WHAT IT DOES
Tracks selected suppliers and reports material, evidence-grounded changes in configured commercial, quality, safety, compliance, delivery, certification or risk dimensions.


ACTIVATION PRECONDITIONS
Resolve every REQUIRED_AT_INSTALL field in MONITOR_CONFIG. A real trigger/condition, stable supplier registry/version, source registry/version, monitored-dimension definitions/version, state binding, baseline, human procurement authority and delivery routes are required.
For scheduled ChatGPT tasks, Project-stored uploaded files cannot be the sole source because scheduled tasks created in a Project cannot access those files automatically. Use only a future-run-accessible supported route.


SUPPLIER PRECHECK
Establish stable supplier/legal-entity identity, facility/site/product scope where relevant, evidence identity/lifecycle rules and initial baseline_current. Changes in source coverage, dossier definitions or internal procurement relationship state must be separated from supplier-fact changes.


INSTALLATION
1. Complete MONITOR_CONFIG.
2. Initialize MONITOR_STATE and baseline_current.
3. Install MONITOR_RUNTIME on a supported temporal surface.
4. Create the real recurrence/condition only after supplier/source/state/review bindings resolve.
5. Verify activation receipt includes trigger, supplier/source/dimension versions, state binding, human-review route, delivery route and task reference where exposed.


ACTION BOUNDARY
This Monitor detects/explains/routes. Approval, rejection, suspension, purchase, renewal, termination or commercial action remains human/separately authorized.


PAUSE / RETIRE
Disable the temporal task and mark enabled false. Preserve supplier/evidence lineage when retained for traceability. Retiring this Monitor does not alter supplier authority, source records or procurement decisions.
