LOGIC OR NOT P079 — START HERE Edition: v0.1.1-CANDIDATE Class: GOV-TEMPORAL State: MATERIALIZED / CONFIGURED_NOT_ACTIVE / TEST-READY / UNPROVEN G2: NOT RUN WHAT IT DOES Tracks selected AI providers, products, models, tools or capabilities and reports only changes that materially affect configured workflows, dependencies or access conditions. ACTIVATION PRECONDITIONS Resolve every REQUIRED_AT_INSTALL field in MONITOR_CONFIG: real trigger, provider/capability registry and versions, tracked-use-case/dependency map versions, official source routes, host capability envelope, state binding, baseline, impact rule and delivery routes. Current OpenAI Scheduled Tasks documentation was rechecked during T20: a scheduled task created in a Project cannot automatically access files uploaded to or stored in that Project. Therefore Project-stored files cannot be the sole monitored source unless exposed through a supported future-run-accessible route. CAPABILITY / ACCESS PRECHECK Establish stable provider/product/model/tool/capability identities. Separate provider lifecycle/rollout from this account/workspace access. ANNOUNCED or DOCUMENTED does not prove generally available or user-accessible. PRICE / LIMIT PRECHECK When price or usage limits are tracked, record compatible currency, billing unit/dimension, plan/edition, region, effective date and source revision before comparing. INSTALLATION 1. Complete MONITOR_CONFIG. 2. Initialize MONITOR_STATE and baseline_current. 3. Install MONITOR_RUNTIME on a supported temporal surface. 4. Verify the actual future-run source access route and host capability envelope. 5. Create the recurrence/condition only after bindings resolve. 6. Activation evidence must include trigger, source/state route, definition versions, host/access envelope, delivery route and task reference where exposed. ACTION BOUNDARY This Monitor detects/explains/routes. It does not automatically switch models, providers, plans, tools, connectors or configuration. PAUSE / RETIRE Disable the task and mark enabled false. Preserve knowledge/access/deprecation lineage when retained for traceability. Retiring this Monitor does not alter provider facts or configuration authority.
