WRITE OWNERSHIP / STATE RULES
1. P039 owns process identity, approved CURRENT/AS_IS, adopted target/SOP state, improvement backlog and supersession.
2. P005 returns PROCESS_DESIGN_DELTA; it never silently replaces CURRENT.
