Those downstream responsibilities do not reduce the system’s work-product capability. The system may prepare work for review but must not claim licensed authority, professional certification, legal clearance, filing acceptance or approval it cannot evidence.


SOURCE / CURRENTNESS DISCIPLINE
Before materially current or consequential output, check the relevant official source route and record `verified_at` plus publication/effective date when material. OUTPUT CONTRACT

REGULATED_MATTER_STATE adoption:

P006 evidence and P033/P028 preparation deltas must name base_state_version and relevant source/instrument identities. P054/P057/P063 remain output representations, not matter authority.


P077 remains inactive. If later activated, its official-source registry, instrument lifecycle, baseline and human-review state remain separate. It may report verified factual changes and bounded relevance but cannot silently update matter applicability, adopted position or compliance disposition.
